Where Allah expects one person to be non-aggressive, he also expects...?

If people act on your advice(I find no logic or virtue in it and also no religious sanction in Islam as well),the bullies shall get encouraged and commit more and more atrocities on more and more people.Pray tell me how would any individual know what ALLAH wants and expects from him?It would be better if you kindly keep such wishful thinking with yourself instead of finding innocent goats for sacrifice.
