Hose with Skirts??

I would like to wear a shorter skirt with tights, but the problem is that the tights go up past the top of the skirt. when i roll them down over my hips, i get a slight bulging effect, if u know what i mean. im not fat, just not really bony. Is there a type of tights i could get that wouldn't do this? thanx!
