I have a Toyota camry that throw blue smog only at the start in the morning, i guess when is cool.. by the way?

in florida..I talk to a mecanic and he thinks is a thermostac or something.... because after the car start it does not throw smog only at the start. coud it some condensation....thermostac..bla, bla...please advise...
